Some Ward Development Committee (WDC) members in Mpika Constituency have expressed concern over what they describe as a shrinking space for freedom of expression in the discharge of their duties.
Speaking to Mpika FM News, chairpersons of Nachikufu and Musakanya Wards, Mr. Mwamulimu and Mr. Francis Bwalya respectively, revealed that whenever WDC members raise concerns about poor working conditions or operational challenges, they are met with threats of dissolution. According to the chairpersons, these threats are often used to silence dissenting voices and pave the way for new committees.
“This has instilled fear among some WDC members, limiting their ability to work effectively and independently,” said one of the chairpersons.
Although the government allocates 5% of the Constituency Development Fund (CDF) for WDC administrative operations, some committees report that they have not received any support. They allege that the local authority has denied them assistance, arguing that WDCs are meant to operate on a voluntary basis.
Local councillors have noted that while WDCs are community-driven, administrative and logistical support is essential for their functionality. They emphasized that where support is needed, local authorities should provide timely assistance to ensure smooth operations.
The WDC’s further stressed the importance of creating an enabling environment where WDCs can operate without fear of intimidation or retribution. WDCs are central to grassroots development, citizen engagement, and ensuring communities have a say in how resources are allocated and used.
The concerns raised in Mpika underscore the need for greater institutional support and protection for WDCs. Addressing these challenges will not only strengthen local governance but also enhance community participation and accountability in development processes.
